After the September 11th terrorist attack on the World Trade Centre by the Islamic radical group al-Qaeda and the 2001 Anthrax attacks on two senators and several news media offices, congress rushed to pass the USA Patriot Act, which roughly is an Act to deter and punish acts of terrorism in the United States and around the world, to enhance law enforcement investigatory tools, and for other purposes. After these unrelated terrorist attacks happened within weeks of each other congress knew reform legislature was needed. Many Historians such as Brett Rubio believe that the USA Patriot Act infringed upon American’s civil liberties while the U.S. Government more specifically the Justice Department believed it was necessary course of action†¦show more content†¦The act also gives federal judges the authority to issue search warrants that are valid in the judge’s district as well as outside the judge’s jurisdiction. Before the Patriot Act, if an agent wante d to search a suspect’s email, he or she had to get a separate warrant in each district the subject’s Internet Service Provider (ISP) appeared in in order to search the suspect’s email. As the FBI Director continued in his speech to congress â€Å"this frustrating and time-consuming process can be averted without reducing judicial oversight.†(FOOTNOTE 1) The time that used to be spent seeking multiple warrant for each district is now being used more productively to investigate terrorists, and preventing attacks from happening. Thirdly the Patriot Act has allowed the Department of Justice agencies able to fight a 21st century battle against terrorism with 21st century tools. The Patriot Act approves the usage of roving wiretaps, court ordered pen registers, and trap and trace devices to track internet communications to name a few. Focusing on the roving wiretaps Mueller said, â€Å"it is standard operating procedure for terrorists to rapidly change locat ions and switch cell phones to evade surveillance.† (FOOTNOTE 1).
